In a small mixing bowl, beat the cream cheese, sour cream and mayonnaise until smooth and creamy.
Spread onto a 12- or 14-inch pizza pan or serving dish.
Cover with plastic wrap and refrigerate for one hour.
In a medium saucepan over medium heat, cook beef until no longer pink.
Use a hamburger chopper to chop the beef into smaller pieces while frying.
Drain any grease.
Add taco seasoning and tomato sauce.
Cook and stir for 5 minutes.
Cool completely.
Spread cooled beef mixture over top of cream cheese layer.
Sprinkle with Taco cheese, lettuce, tomatoes, green onions and bell pepper.
Refrigerate until ready to serve.
Serve with tortilla chips or corn chips.
