Preheat oven to 350°F.
Mix flour, 1/2 cup butter and 1 cup brown sugar with an electric mixer at low speed until crumbly.
It will take about a minute or two to get the butter worked in to very small pieces.
Press mixture into the bottom of a greased 9x13” glass baking dish.
Sprinkle pecans evenly over crust.
In a small saucepan at medium heat, bring 2/3 cup butter and 1/2 cup brown sugar to a boil.
Cook and stir continuously for 1 minute.
Remove from heat.
Pour brown sugar mixture evenly over the crust layer.
Bake for 20 to 25 minutes or until boiled mixture has set.
Remove dish from oven.
Immediately sprinkle the top of the dish with chocolate chips.
Allow chocolate chips to soften about a minute before spreading evenly over all with a narrow spatula.
Cool completely before cutting into bars.
NOTE: I baked my bars almost 30 minutes because I had two pans in the oven at once.
